Two Women in Otter Tail County Facing Fraud Charges

Fergus Falls, MN – With officials around the state cracking down on fraud, two women from Otter Tail County are now being charged for Wrongfully Receiving Assistance.

According to court documents, 26-year-old Kara Nicole Gondringer of Fergus Falls is being accused of not updating her income for medical assistance since moving to Otter Tail County in February. An investigation conducted by an Otter Tail County fraud investigator determined that Gondringer received $3,010.90 more than she should have as a result of her failure to comply with medical assistance rules and provide accurate, updated income and employment information.

When approached by the investigator in October, Gondringer claimed that she thought she reported her income, but never thought to double check. Gondringer is being charged with one count of Wrongfully Receiving Assistance and made her first court appearance Monday morning (January 13th).

Other court documents say that 30-year-old Bailey Ann Freel of Perham also failed to report her income for medical assistance. The fraud investigator determined that due to her failure to update her income, Freel was overpaid $7,943.70 between September 2023 and May 2024.

When approached by the investigator, Freel claimed that she did not report her income since none of her employers provided insurance. Freel is being charged with one count of Wrongfully Receiving Assistance and made her first court appearance Monday morning.
