The Otter Tail County Sheriff’s Office is notifying the public that a Level 3 predatory offender will be relocating to the rural Ottertail area next week.
According to the Sheriff’s Office, 35-year-old Gregory Michael Keppers will be moving to a residence in Section 7 of Otter Tail Township effective Monday, November 1oth. Officials emphasize that Keppers is not wanted by law enforcement and has completed the sentence handed down by the court. This notification is required under Minnesota law for Level 3 offenders, who are considered at higher risk to reoffend.
A community notification meeting has been scheduled for 6:00 p.m. on Monday, November 10, at the Otter Tail County Operations Center, located at 469 Main Street West in Ottertail. Representatives from the Minnesota Department of Corrections and the Otter Tail County Sheriff’s Office will present information on public safety, offender monitoring, and how community members can stay informed.
The Sheriff’s Office notes that the purpose of the meeting and notification is to raise awareness and provide education—not to encourage harassment or intimidation of the individual.
More information on Level 3 offender notifications in Minnesota is available through the Department of Corrections website.
