Otter Tail County, MN – An Otter Tail County workforce development program is changing lives.
The Empowered Worker Program, an initiative supported by funding from the county and the Minnesota Department of Employment and Economic Development, is helping residents overcome employment barriers and pursue meaningful, household-sustaining careers. The program’s success can be seen in the inspiring stories of its participants.
Referred by DWI court in November, Josh faced significant barriers—including a criminal record and lack of a driver’s license. With a strong commitment to sobriety and a desire to give back, Josh set his sights on becoming a Licensed Alcohol and Drug Counselor (LADC).
He is now enrolled at M State, on track to complete his degree by 2026. The program helped Josh restore his driver’s license, stay on track with school, and cover costs with supportive services like a laptop and car repairs.
The Empowered Worker Program connects participants to mentorship, training, and employment, while also addressing critical needs like transportation, work attire, and child care.
Otter Tail County Workforce Navigator Amy Johnson says, “I am honored to be making a difference in the livelihood of individuals and families that genuinely want better for themselves. It is very rewarding work that offers a humble reminder that there are still a lot of good people in society.”
